Shivali is an energy specialist with expertise in regulatory advisory and clean energy policy across South Asia. With over ten years of experience, she has worked extensively with national and state electricity regulatory commissions, multilateral institutions, and ministries, in energy market design, renewable energy integration, and grid modernization.
In her recent role as Manager – Energy Technology with USAID’s South Asia Regional Energy Partnership program, Shivali led regulatory and technical assistance initiatives for national and sub-national electricity regulatory commissions in India, Bhutan, and Maldives. In addition, she has provided strategic regulatory analysis and policy design for programs funded by the World Bank, the UK Government, GIZ, and WWF-India, advising on issues ranging from renewable energy procurement mechanisms and cross-border electricity trade to EV policy and smart grid implementation.
Shivali holds an M.Tech in Renewable Energy Engineering & Management from TERI School of Advanced Studies and a B.Tech in Electrical & Electronics Engineering.
